A person living alone has no household economies of scale, so read the $1,093 as the comparable cross-country figure and the $1,561 as the realistic personal one. Food is the largest single line at a quarter of the basket — a high share for Western Europe, and one reason Italy's overall cost sits below France and Austria despite comparable incomes.
