The binding constraints are ordinary anti-money-laundering rules — a ceiling on cash transfers between parties (art. 49 of D.Lgs. 231/2007), a reporting duty on large cash tourism sales, and the RW section of the tax return, in which residents must declare foreign accounts and assets including crypto. Non-resident banking is available with standard KYC. None of this restricts moving your own money, so the classification is 'low', the same as France and Spain.
