CYSTAT Household Budget Survey 2023 (mean household consumption by COICOP), single-person basket curated

Method
CYSTAT HBS 2023 gives mean annual consumption €43,263 per household (avg 2.6 persons, government-controlled area). A single-person, rent-excluded basket matching the criterion (food, transport, utilities, mobile+internet, modest leisure, personal care, out-of-pocket health) was built from the COICOP categories: food 6,254 + transport 5,004 + utilities (30% of the 11,884 housing category ≈ 3,565) + info&comm 1,468 + recreation 1,870 + half of restaurants (2,389) + personal care 2,075 + half of health (1,093) = ≈23,717/household/yr; ÷2.6 persons ×1.12 single-person economies-of-scale uplift = €851/mo; × ECB EUR/USD 1.1399 (2026-07-02) = ≈$970. Rent and imputed rent excluded. This is a curated estimate — CYSTAT does not publish a one-person-household table in the summary release, and housing utilities were split from rent using the ~30% ratio implied by Eurostat HICP weights for Cyprus.

Eurostat — Household Budget Survey 2020, Malta: mean consumption expenditure of one-adult households (hbs_exp_t134) and its structure (hbs_str_t224)

Method
One-adult households spent PPS 13,633 a year in Malta's 2020 Household Budget Survey; at the survey's own euro-to-PPS ratio (€23,770 against PPS 26,528 for the average household) that is €12,216. Uplifted by Malta's HICP from the 2020 to the 2025 annual average (106.37 → 125.90, ×1.1836) and divided by 12: €1,205 a month, × 1.1206 USD/EUR (ECB, 2026-10-09) = $1,350. Actual rentals, 5.4% of a single adult's spending in the survey, are removed (imputed rent is not part of Malta's HBS), and the remaining COICOP divisions are summed from cost-breakdown.
Notes
Malta's latest Household Budget Survey is the 2020 wave, so the basket reflects a pandemic year, when spending on restaurants, travel and recreation was depressed; the inflation uplift corrects prices, not that pattern, so the figure is more likely low than high. A one-adult household in the survey includes pensioners as well as working people.

Chosen on the with-inpatient comprehensive basis to be comparable across countries. Premiums are quoted on request (insurers do not publish full tables), so this is a curated market midpoint, not an engine quote. Cheaper inpatient-only or outpatient-only plans exist (≈ €500–720/yr). Residents are also covered by the public GHS/GeSY.

Malta

Not priced. Malta's health insurers (Atlas, Bupa Malta, GasanMamo, MAPFRE MSV Life) publish benefit limits but no premiums; prices are given only on a quote. The one rate card found belongs to a staff group scheme of the University of Malta, which is not comparable with an individual policy. Notes
Our band 'high'. English is very widely usable in daily life across Cyprus — a former British colony where English is common in business, tourism, banking, private healthcare and among the large expat community, and is widely taught. We place it one band above EF EPI's 2025 'Moderate' (score 537, dropped 21 points from 2024) because EF measures adult test-takers rather than the service-sector prevalence a resident actually encounters; government paperwork is primarily in Greek. Notes
Maltese is the national language, but Maltese and English are both official languages: the administration may use either, and anyone may address it in English and must be answered in English. The courts are the exception: their language is Maltese, and Parliament may provide for the use of English in particular cases.
